The Lokpal episode is running from the last six months. Anna
Hazare, the heavy weight social activist is fasting for this. But what is
happening to the democracy and the constitution of India. The bill was under
construction from the last 3 months, many ministers and social activists were
commenting and were giving suggestion about it. Now finally the bill got
passed, but without any kind of constitutional status. Have any common man thought
that what is happening inside the country.
Prime Minister Dr. Manmohan Singh said that, “The
task of legislation…must be performed by all of us who have been
constitutionally assigned to do this. Others can have their voices heard but
the decision must be rest with us.”* Pranab Mukherjee, the honorable
finance minister is also supporting the view of PM. He commented that, “Nothing
has come from a magician’s hat…legislation must be done on the floor of the
House, not on the street. This bill may not be best, but it’s good.”*
But the leader of opposition, Sushma Swaraj showed another
view of her party regarding Lokpal Bill. She said, “Either you correct this bill
or…send it again to the standing committee…Bring it back in three months.”*
On the other hand, Lalu Prasad Yadav is saying another thing, “You
(govt.) have created this problem by entertaining those who will never be
satisfied. Take back this bill, it is a noose around our neck.”* And
Mulayam Singh Yadav is also following the same footsteps of Lalu Prasad, “Lok
Sabha represents wishes of people. Democracy is bigger than Lokpal.”*
The members of the Lok Sabha are not unanimous at their own
point. Somebody is supporting and most of them are rejecting. Some of the
ministers like Lalu Prasad Yadav, Mulayam Singh Yadav are against this bill
because they know that they are guilty and what they have committed in their
overall political career. They are also aware of this fact that, if they will
support to the implementation of the Lokpal Bill, then they are going to be the
first guinea pigs for the Supreme Court and the Lokayukta.
Now the special amendments to be done in the bill are as
follows:

Armed forces are excluded from the arena of
Lokpal. They are under different wing with the civilian and criminal laws
·
Lokayukta of the states will not be notified
till the time the state assembly will permit
·
Three-fourths of the nine members of the Lokpal
needs to approve an inquiry against the PM
·
Any kind of action cannot be taken before the
trial and without the permission of the presiding officers of the legislatures
(section 24)
Now another question is coming in my mind being a spectator.
Our government and the opposition too are fighting on the Lokpal Bill, what
clause should be there and what not. But who will take care of the other issues
of the nation. 2G spectrum case is going on. Nira Radia, Kanimozhi and D.Raja
are in the jail, but still the decision of the court is yet to come. Another
case is going to take a big position. That’s the case of the food against the
consumer affairs and distribution ministry. An audit was done on the basis of
the record of 2006-2011, when NCP supremo, Sharad Pawar was the food minister. The
whole irregularity was of Rs, 1,000.
With these issues, the nation is going through the
recession, but no party is concerned about that. Nobody is thinking how to cope
with the unemployment and recession. Day by day the numbers of the unemployed
people is increasing in leaps and bounds. Prices of petrol and diesel will rise
again in January, 2012. All these problems are going in the country one after
another, but the government and the opposition is only concerned about the Lokpal
Bill, not interested in these issues.
